"28th Regime: How could EU Inc unleash investment?" Investment Intergroup Event by Allied For Startups, Invest Europe, and France Digitale

On 14 April 2026, we had the pleasure of co-hosting a high-level roundtable on “28th Regime: How could EU Inc unleash investment” in the European Parliament, together with InvestEurope and our member France Digitale.

The event was held as part of the Intergroup on Investment for a Competitive and Sustainable EU, of which Allied For Startups is a partner.

Kindly hosted by MEP Pascal Canfin, the roundtable brought together representatives from the European Parliament, the Council of the European Union, and the European Commission, alongside key stakeholders from across the startup community.

Our Director-General, Serena Borbotti-Frison, moderated a discussion between policymakers and ecosystem leaders, featuring MEP Canfin (Renew Europe), Michele Piergiovanni (Cabinet of President von der Leyen) and Kevin Barrett (Cabinet of Commissioner McGrath), as well as Elina Berrebi (Revaia), Maud Lazare (Seroba), and Vincent Huguet (Malt).

Together, they explored how the proposed EU Inc. framework could unlock investment and strengthen Europe’s innovation and industrial landscape.

The key takeaway from the discussion is that the EU Inc. proposal has the potential to reduce fragmentation, increase predictability for investors, and create a more scalable environment for startups across Europe. Its success will ultimately depend on how many companies adopt it, and whether EU Inc becomes a clear standard for a unified, competitive European market.
