Seizing the Simplification Opportunity for Startups and Scale-ups: Roundtable with Delivery Hero

On 4 March 2026, we co-hosted a roundtable with Delivery Hero on “Seizing the Simplification Opportunity for Startups and Scale-ups” in Brussels.

As negotiations on the Digital Omnibus proposal continue, the discussion focused on how targeted adjustments could make Europe’s digital rulebook work better for startups and scale-ups. The roundtable brought together founders, scale-up representatives, policymakers, and digital policy experts for a constructive exchange.

The discussion featured insights from:

• Wojciech Saryusz-Wolski, Acting Head of Unit, Policy Implementation & Planning, DG CONNECT, who provided an overview of the Commission’s simplification agenda.
• Marie-Anne Popp, CFO of Delivery Hero, who emphasized that for fast-growing European companies, simplification is not just about reducing red tape but about enabling growth and experimentation.

Overall, the conversation highlighted the need to simplify and better align EU digital rules, from AI and data governance to cybersecurity and ePrivacy, while addressing persistent challenges such as cumulative regulatory burdens, enforcement gaps, and practical barriers to innovation.
