Industry Joint Statement on the Code of Practice on General-Purpose AI

Allied for Startups, alongside 12 leading industry organisations, has released a joint statement, calling on the European Commission, the AI Office and the Member States to finalise a balanced, effective, and innovation-friendly Code of Practice for General-Purpose AI (GPAI) Models.

GPAI models are powering the AI revolution – driving economic growth, scientific progress, and Europe’s competitiveness. While the current version of the Code of Practice is a step in the right direction, the draft still introduces unnecessary complexity and burdensome requirements, putting Europe at risk of falling behind in the global AI race.

With international competition intensifying, we urge policymakers to ensure that the final Code of Practice:

• Encourages AI innovation by avoiding excessive regulatory burdens.
• Provides legal clarity for companies modifying and deploying AI models.
• Streamlines obligations to align with the EU’s goal of regulatory simplification.

The AI Act has laid the foundation for responsible AI governance – now, we must ensure its implementation empowers European businesses and startups to lead in AI.
