Allied For Startups' Position on the EU Quantum Act

Europe has a rare and time-bound opportunity to convert its world-class quantum research into globally competitive companies built and scaled in the Single Market. Startups and scaleups are the decisive transmission belt in this process. They are where public research becomes deployable technology, where early demand becomes revenue, and where Europe’s sovereignty becomes economic reality

European sovereignty in quantum will not be achieved through protection, coordination, or aspiration alone. It will be earned through growth, scale, and global competitiveness. A sovereign Europe is one that produces companies with the speed, size, and economic weight to shape markets rather than react to them.

In our response to the Call for Evidence on the EU Quantum Act, we advocate for a legislation that:

  • Prioritises speed, simplicity, and scale;
  • Treats startups as core industrial actors rather than peripheral beneficiaries;
  • Complements strategic projects and champions with a clear, predictable pathway for startup scaling across the Single Market.

Without rapid scale-up and a real market, Europe’s quantum leadership remains an ambition – not a reality.

The EU Quantum Act must go beyond coordination and funding. It must be a true scale-up act, and its success should be measured by whether quantum startups grow into global leaders and remain in Europe.
