EU Startup Policy Hackathon Report: Outcomes and Policy Recommendations
On 28 March 2025, Allied For Startups together with the European Startup Network organised the EU Startup Policy Hackathon, bringing together 10 teams of experts, entrepreneurs, investors, and policy advisors to co-develop policy proposals that address challenges faced by startups across Europe.
Each team tackled a different stage of the Startup Journey, pitching bold ideas to our Grand Jury, including Commissioner Ekaterina Zaharieva, the European Commissioner for Startups, Research, and Innovation.
The 17 proposals presented in this report are the product of collective expertise and hands-on experience from across the EU startup ecosystem. They provide a practical foundation for a coherent, forward-looking EU Startup and Scale-up Strategy. We invite policymakers and stakeholders to engage with these recommendations and support their translation into actionable policy.
