Hacktivate AI Report: Accelerating AI Adoption in Europe
On 23 September 2025, together with OpenAI, we hosted Hacktivate AI, a full-day policy conference and hackathon bringing together 65 experts from across Europe. Participants included representatives from EU institutions, national governments, companies of all sizes, startups, universities, and AI specialists.
The participants worked together to generate practical ideas to help Europe lead in AI adoption, across seven thematic tracks: AI-Ready Workforce, Adoption Incentives, Technical Bottlenecks, Technical Bottlenecks, AI Uptake in Governments, Monitoring and Readiness, Macro Policies for AI Uptake, Ecosystem Collaboration.
The following report captures the outcomes of this exercise, outlining 20 proposals which serve as a roadmap for inclusive, scalable, and competitive AI adoption across the continent.
We hope it serves as both a platform for action and a source of inspiration for policymakers, innovators, and all those committed to making AI a collective European success story.
