Trio Paper: Startup Policy Recommendations for the Polish, Danish & Cypriot EU Presidencies

Poland, Denmark, and Cyprus are set to assume the Trio Presidency of the Council of the European Union. As they take on this pivotal role, we are calling for a transformative approach to how the EU supports startups, scale-ups, and innovation across Europe.

At a recent event co-hosted by Allied For Startups and the S9+ Coalition, we unveiled the Trio Paper – an important document drafted together with our members Danish Entrepreneurs, Startup Poland, and Startup Cyprus. This document presents a series of strategic recommendations designed to streamline regulations, bridge funding gaps, and empower startups to scale across borders, paving the way for a more competitive and innovation-driven Europe.

Our key recommendations include:

• Simplifying reporting requirements to reduce administrative burdens on startups,

• Completing the Capital Markets Union to unlock investment opportunities,

• Strengthening support for AI startups and fostering a balanced approach to digital innovation,

• Enhancing transatlantic relations and attracting global talent to Europe,

• Addressing market fragmentation through the introduction of the 28-regime, enabling seamless cross-border scaling.

As the Trio Presidency prepares to lead the EU, there is a critical opportunity to shape future policies that foster growth and competitiveness in the global economy.
